Products Available:

CeltiCare is Celtic's best-known premier coverage for healthy applicants. The most current version of CeltiCare insurance (5.1)  has been available to individuals and families in Ohio since June 2010.

Celtic Basic is a more affordable coverage for healthy applicants. The most current version of Celtic Basic (2.2) has been available to individuals and families in Ohio since June 2010.

Celtic Saver HSA takes advantage of the cost-saving features of a Health Savings Account. High deductible insurance plans are comined with optional qualified savings accounts available at no additional cost. The most current version of Celtic Saver Health Savings Account plan (3.0) has been available to individuals and families in Ohio since June 2010.

Celtic Short Term Medical Insurance is available for 1 month or longer (up to a 6 or 12 month maximum) with more liberal eligibility requirements. Short term coverage is less expensive because it does not pay the cost of prior medical conditions.

The most current version of Celtic STM (3.0) has been available to individuals and families in Ohio since June 2010.

State-specific Variations of Coverage

CeltiCare, Celtic Saver HSA and Celtic Basic health plans have the following significant variations in coverage in accordance with state law:

  • Child Health Supervision Services – from the moment of birth through 8 years of age. The maximum amount the first year is $500 and $150 every year after.
  • Biologically Based Mental Illness – same as any other illness based on certain requirements.
  • Alcoholism Charges – inpatient and outpatient services up to $550 per year.
  • Outpatient Psychiatric Care Charges – services up to $550 per year.
  • Off Label Drug Use – coverage provided for use of prescription drugs prescribed for the treatment of a particular indication that have not been approved by the FDA for that particular indication for which they are being prescribed for, provided the drug has been recognized as safe and effective for treatment of that indication in one or more of the standard medical reference compendia.

Celtic Insurance News in Ohio

5/1/2011 Ohio residents using a paper application form should now use state specific application form U5-581-00241-OH for all individual medical insurance and state specific application form U5-589-00249-OH for short term insurance. The correct application forms are always automatically used when using the online enrollment system.

1/1/2011 Ohio Open Enrollment Program - Ohio law requires Celtic Insurance Company to accept a certain number of individuals for open enrollment coverage without regard to health status. If you qualify as a Federally Eligible Individual (FEI), your coverage will be effective immediately without any pre-existing condition exclusion period. If you do not qualify as a FEI, you may apply for non-FEI open enrollment coverage.

 

You are a Federally Eligible Individual if you meet all of the following conditions:

1. You had health coverage for at least 18 months without a break in coverage greater than 63 days.

2. Your most recent health coverage was under a group health plan, governmental plan or church plan.

3. You are not eligible for coverage under any of the following plans:

a. A group health plan

b. Medicare

c. Medicaid

4. You do not have any other health coverage.

5. Your most recent health coverage was not terminated because of nonpayment of premiums or fraud.

6. If you had been offered the option to continue coverage under COBRA or a state continuation plan, you both elected and exhausted the continuation coverage.

You are a Non-Federally Eligible Individual if you meet the following conditions:

1. You are not applying for coverage as an employee of an employer, member of an association or member of any
other group.

2. You do not have any other health coverage and are not eligible to be covered under any private or public health benefit plans including the following:

a. Medicare or Medicare supplement policy

b. Medicaid

c. Any COBRA or state continuation coverage plan

d. Other health benefits arrangement

 

If Celtic Insurance Company has not yet met its enrollment quota, they will offer you the Ohio health care Basic and Standard benefit plans for purchase. You may need to submit proof of previous creditable coverage. Celtic Insurance Company is not required to accept applicants who at the time of enrollment, are confined to a health care facility due to chronic illness or permanent injury. As a Non-Federally Eligible Individual coverage may be limited for pre-existing conditions for the first 12 months, however, you will be credited time you were covered under a recent previous health plan. Open enrollment will remain open until the statutory limit has been reached.
