3/29/2012 Several changes will be made to all new policies offered (these changes do not affect policies alraeady in force): 1) The earliest effective date of coverage for a major medical insurance policy is now 14 days from the date of application. 2) The lowest deductible options are eliminated and a new $10,000 high deductible is available. 3) Short term medical insurance policies will no longer be offered after June 1, 2012. 4) Vision plans are available in AZ, CO, FL, GA, IA, IN, LA, MI, MO, MS, NE, OH, SC, TX, WV and WI. 5) Product changes are in progress for California. 6) Healthy Texas income eligibility rules are adjusted per state law.
3/15/2012 All enrollment support is now provided through OnlineNavigator.org. OnlineNavigator provides free professional support for all health plan enrollments through e-mail, telephone and online video conference platforms. Service is still provided primarily by Tony Novak but the service format is updated to take advantage of improved technology and additional support options offered though Healthcare.gov and other health reform resources.
12/11/2011 An update is published on Celtic Insurance Company's offer of guaranteed coverage conversion to the policyholders of World Insurance and American Republic Insurance.
12/1/2011 Vision Coverage Added. Celtic Insurance is adding vision coverage to the base individual health insurance plans starting January 1, 2012 with no increase in premium rates. Initually the vision plan will be included in AZ, CO, FL, GA, IA, MI, MO, MS, NE, OH, SC, TX, WV, and WI. The vision coverage will be added in other states after approval from state insurance regulators.
7/25/2011 Celtic Insurance Company has temporarily rolled-back rate increases scheduled for July because some policyholders were not given adequate advance notice of the rate change as required by law. Notices of premium increase along with options for less expensive coverage choices are being mailed to the affected individual policyholders now. The new rate increase will apply in October. Our brief scan of sample renewal letters indicates that many Celtic policyholders are paying much less than national average for health insurance.
7/1/2011 Qualifying children are eligible for health insurance coverage regardless of health condition under the state-mandated open enrollment programs in Iowa and South Dakota. See details on the Iowa insurance page, and South Dakota insurance page.
5/28/2011 Centene Corp., the parent company of Celtic Insurance, was honored by industry group Medicaid Health Plans of America for its innovative plans to reduce costs and improve benefits to low income members.
5/1/2011 Application forms are replaced for all Celtic individual and short term medical insurance plans in all states. If you apply online, the new forms will automatically be used. If you downloaded a form before May 1, 2011, please discard the old forms and go back to your state page above to obtain the new application form.
2/21/2011 Celtic Healthy Texas is not available with OnlineAdviser enrollment support. See UnitedHealthcare Healthy Texas.
1/17/2011 A summary of state-specific mandates is available for the following types of policies:
1/1/2011 The Ohio Open Enrollment Program gives some individuals the opportunity to enroll in insurance without regard to previous medical conditions. See details on the Ohio insurance page.
12/18/2010 Product & Web Site Updates - a large number of updates were made to Celticenrollment.com Web site to
accommodate the following changes:
1) withdrawal of all products in Colorado, Maryland, Nevada, New
Hampshire and Virginia and update product availability in other states.
2) update of product brochures for 2011
3) update of Healthy Texas flyer wording
4) removal of "Celtic Earning your trust every day" blue banner with piggy bank
5) revision of master Web site banner to indicate independent
operation of Celticenrollment.com

12/1/2010 State Variations; A) Residency; Celtic Insurance is available in California and Pennsylvania only if the applicant is a citizen and has been a resident for at lest two years. In other states, only current legal residency is required. B) Monthly EFT payment; Monthly payment (through automatic bank draft or credit card) of short term medical insurance is not available in Alabama, California, Florida, Iowa, Indiana, Nebraska, North Carolina or Pennsylvania.
11/22/2010 Celtic Healthy Texas group health insurance plans are now available to small businesses in Texas. New brochures are now available for each of the three plan designs offered.
9/14/2010 Celtic Insurance is selected by the state of Texas to provide Healthy Texas coverage. Arkansas and Massachusetts already partner with Celtic Insurance Company or its parent company to provide state-sponsored health insurance plans.
4/28/2010 Centene Corporation, the parent of Celtic Insurance, is now a Fortune 500 Company. Highlights of financial operating results that may be useful to consumers are published in a news article.
4/27/2010 Celticenrollment.com Web site was redesigned for easier user experience and faster loading Web pages to accommodate the growing number of users. We expect that site usage will increase exponentially as health reform measures take effect and large group insurance carriers raise rates at a faster pace than individual medical insurance companies like Celtic Insurance. The eventual termination of the COBRA subsidy will also spur interest of Web browsers seeking lower insurance premiums. We remain committed to a "just the facts" approach free of extra glitter and advertising clutter. Please let us know what you think of the new format.
3/15/2010 Introductory health insurance videos - Three short and simple video presentations are now available to present the basics of Celtic's most popular individual health insurance products. The videos range from 2 minutes to 4 1/2 minutes and may be most valuable to younger insurance buyers who are most accustomed to receiving information through multi-media format rather than in brochure or spreadsheet style. The Celtic Saver video explains how Health Savings Account can be combined with insurance to lower premium costs and maximize overall coverage. Celtic Basic video explains the trimmed benefits that result in the lowest priced renewable major medical insurance plan. The CeltiCare Preferred video emphasizes the high levels of coverage at affordable prices available to those who are in excellent health at the time of application. The videos do not replace the complete online pricing and coverage disclosures for each of these health plans.
10/13/09 Celtic Insurance Company is not CeltiCare Health Plans of Massachusetts This posting comes from Tony Novak, the principal of OnlineAdviser, based partly on content provided Celtic Insurance Company: Additional disclosure and correction to previous comments is needed with regard to clarification about the companies of Celtic Group and my involvement with them. I market the products of Celtic Insurance company online at Celticenrollment.com and, separately, paid to write about individual insurance issued by the Connector in the Commonwealth of Massachusetts that includes CeltiCare Health Plan of Massachusetts, but there is no connection between the two companies nor any other connection in my involvement with these companies. Because of the very similar names of the enrollment Web sites (Celticenrollment.com vs. Celticarehealthplan.com) it is important to make extra effort to distinguish between the two companies in order to avoid possible consumer confusion. Celtic Insurance Company and CeltiCare Health Plan of Massachusetts are two different entities, both owned by Celtic Group, that operate independently and the Massachusetts products that I refer to on this Web site and other Web sites are in no way related to the products sold by Celtic Insurance Company. While Celtic does sell an underwritten plan called CeltiCare II or CeltiCare Preferred in 37 states, Celtic Insurance Company is not selling the products in Massachusetts. CeltiCare Health Plans of Massachusetts is the provider for the products in Massachusetts. In a previous posting I indicated that I am the content manager for www.CelticEnrollment.com a national CeltiCare enrollment site which is misleading as Celtic Agents are not licensed or appointed to sell the products being sold by CeltiCare Health Plan of Massachusetts. The comment was meant for disclosure purposes and not meant to imply that I am affiliated with Celtic Insurance Company or CeltiCare Health Plan of Massachusetts or selling the products of that company.
7/1/09 CeltiCare Health Plan of Massachusetts announced that it has received the “Seal of Approval” from the Commonwealth Health Insurance Connector Authority (Connector Authority) for entry into the State’s Commonwealth Choice (CommChoice) program. CeltiCare’s application was unanimously approved by the Connector Authority’s Board at its June meeting. Celticare Health Plan of Massachusetts is not affiliated with Celtic Insurance Company and CeltiCare of Massachusetts products are not available on this Web site.
CommChoice offers affordable, commercial health insurance products to individuals, families, and small employer groups. CommChoice is one of a variety of health insurance programs offered by the Connector Authority under the 2006 Massachusetts Health Care Reform Act.
“We are pleased to receive the Connector Authority’s seal of approval for this important healthcare program,” said Richard Lynch, president and CEO of CeltiCare. “Not only does our participation in the program allow us to extend our reach to cover more individuals and small businesses throughout Massachusetts, but it also reinforces CeltiCare’s long-term commitment to bringing superior value to Massachusetts healthcare consumers.”
Subject to regulatory approval, CeltiCare plans to begin serving CommChoice members on January 1, 2010. CeltiCare will offer the full spectrum of CommChoice benefit plans, including Gold, Silver, Bronze and Young Adults health plans to individuals and families throughout central and eastern Massachusetts.
This is CeltiCare’s second major healthcare initiative with the Connector Authority to provide quality, affordable health options to underserved residents of Massachusetts. CeltiCare was unanimously approved by the Connector Authority’s Board in March for inclusion in the Commonwealth Care program and began serving members on July 1, 2009.
6/15/09 Celticare abortion protests in MA trigger response from OnlineAdviser. Massachusetts anti-abortion protestors say the Celticare administrator has a conflict of interests based on its Catholic ties while insurance companies must provide legally mandated coverage. Celticare Health Plan of Massachusetts is not affiliated with Celtic Insurance Company and CeltiCare of Massachusetts products are not available on this Web site.6/6/09 Celtic Insurance introduces an exciting new feature called "QuikApproval" for permanent renewable individual health insurance. Within 90 seconds of completion of the online application, the applicant will see should they be approved, declined, or if additional information will be requested with the application. If the application is approved, a written confirmation of coverage can be printed immediately. In addition, height and weight guidelines were revised on to 5/1/09 allow more applicants to be accepted under the preferred range as well as to allow more applicants to be accepted overall at standard and substandard rates. Fewer applicants are denied due to obesity or being underweight. While immediate application approval has been available for limited benefit insurance and short term health insurance for more than ten years, this is the first full widely available major medical insurance plan to offer immediate issue. Coverage details and availability vary from state to-state, so see the home page and online quoting system for more information.
11/15/08 Health Savings Accounts for 2009" forms are in PDF format and can be submitted by fax to (800) 609-0683 for submission. We strongly urge use of the secure online enrollment method rather than the downloaded application forms,
7/1/08 Two New Health Plans: CeltiCare Preferred and Enhanced Celtic Saver HSA - Continuing its bid to be the insurer of choice for discriminating and affluent individuals who buy their own health insurance, Celtic Insurance introduced two new "high end" health insurance plans with even more benefits than earlier policy forms. 4/4/07 Montana products temporarily removed - Celtic Insurance Company issued a statement this week saying that all of its insurance products are temporarily withdrawn from the state. The statement continued "“We are currently in discussion with the Montana Department of Insurance to gain new product approval for our filing. We are working closely with the Department to ensure a quick reentry into the Montana market.” The move does not affect previously issued policies.
4/1/08 Premium Rates Reduced in Many States - Individual and family health insurance rates in many states are lower for new policies issued effective today. The rate reductions went into effect for AK, AL, AR, CA, CT, DC, FL, GA, IL, IN, IA, LA, MO, MT, NE, NM, OH, PA, SC, TN, TX, WV, WI and WY. The insurance company requested lowered rates for 2008 partly because claims were lower than expected in 2007. Rate changes must be approved by each state's insurance department before they can be offered to the public. Celtic's most popular renewable health insurance plans are "Celtic Saver HSA" with a high policy deductible that qualifies for a health savings Account and "Celtic Basic" that provides essential PPO coverage including affordable Rx coverage and doctor visits at a low premium cost. Celtic Insurance traditional (but more expensive) health insurance are increasingly favored by affluent buyers who appreciate the company's stability and service reputation.
3/18/08 Centene Acquires Celtic Group - Celtic Group announced today that it will be acquired by managed care company Centene Corp. Chicago-based Celtic Group Inc., the parent company of Celtic Insurance Company., will continue to operate under its current brand and the operations will remain at its Chicago headquarters. Frederick Manning will remain with the organization as president and CEO of Celtic and executive vice president of Centene. The corporate reorganization is not expected to effect Celtic Insurance products for individuals and families. Centene is based in St. Louis-based and operates health plans in Georgia, Indiana, New Jersey, Ohio, Texas and Wisconsin as well as providing managed care programs and related services to individuals under Medicaid. The acquisition is expected to result in increased economies in managing health care costs and enable Centene to address the full scope of options for the growing number of uninsured individuals in these market areas.

This affordable high-benefit coverage is useful for those between jobs, college graduates, self-employed individuals, early retirees, military discharges and those waiting for Medicare coverage to begin.
